The Dolphins signed linebacker Jackson Woodard off the Houston Texans’ practice squad and waived linebacker Matthew Judon. Miami also re-signed linebacker Andre Carter II to the practice squad and released tight end Tanner Conner from the practice squad.

Miami Dolphins backup offensive lineman Larry Borom is one of six players inactive Monday for a Week 15 matchup against the Pittsburgh Steelers.

NFL leading tackler Jordyn Brooks, who missed two practices this week because of foot and knee ailments that became issues during the Steelers game on Monday, said he felt “fine” during Friday’s practice and will play on Sunday against visiting Cincinnati (1 p.m., CBS 4).

CINCINNATI — The Bengals made roster moves heading into this weekend's game against the Dolphins. Cincinnati is lifting Shemar Stewart off of injured reserve and moving Kris Jenkins onto it in a shake-up on the defensive line.

The Bills are adding some veteran defensive depth to their roster. Buffalo hosted Matthew Judon on Friday and intend to sign him to its practice squad, NFL Media’s Ian Rapoport reported. Judon was released by the Miami Dolphins on Wednesday after appearing in 13 games. He amassed nine tackles and three quarterback hits.

The Dolphins signed Bell, who had used his maximum three practice squad elevations, and released linebacker Andre Carter II, who was poached off the Lions practice squad on Nov. 5 but did not appear in a game for Miami.

Brooks has a league-leading 155 tackles and has played 844 snaps, which is 95.5 percent of the Dolphins’ defensive snaps. Fitzpatrick has played a team-best 845 snaps, which is 95.6 percent.
